Description of problem:
About half of logins from gdm results incorrectly set up locales.
Incorrect behviour has never occured when logging in from text-mode
console. This bug has occurred with FC1 and now with FC2 test1 (clean
install).

Version-Release number of selected component (if applicable):
gdm-2.4.4.5-7

How reproducible:
Sometimes

Steps to Reproduce:
1. log in from gdm
2. see the output of the locale command

Additional info:

I am not sure if the problem resides in gdm component.

/etc/sysconfig/i18n

$HOME/.i18n does not exist

Does this still occur with test3?
