Description of problem:
Packstack fails when an NTP server is set within the answer file and another NTP server already running on the host.

Steps to Reproduce:
1.Verified that NTP server already running on the host.
2.Set CONFIG_NTP_SERVERS=qa1.qa.lab.tlv.redhat.com
within the answer file 
3.Run Packstack with the answer file

Actual results:
Packstack fails


ERROR : Error appeared during Puppet run: 10.35.99.5_chrony.pp
Error: /usr/sbin/ntpdate qa1.qa.lab.tlv.redhat.com returned 1 instead of one of [0]

I reproduce it in Juno A2 and  I would to know  
what is the target release ?

Caused by shift to chronyd. Service ntpd is not stopped any more before running ntpdate.
