Description of problem:

When I run 'yum install @pulp-consumer' I receive the following message after package dependency resolution finishes:

Error: Package: puppet-3.6.2-3.el7.noarch (epel)
            Requires: ruby(selinux) 

This is resolved when optional repo is enabled.  

We should let our users know that they may need enable the option repo by following info at https://fedoraproject.org/wiki/EPEL#How_can_I_use_these_extra_packages.3F
