The Beaker docs currently advertise how to run beah inside a container, but it will never work properly because we don't have %packages to install task requirements.

We should just remove all references to running beah in containers and describe only restraint.

Tips for verification:

beah should not be mentioned in the user guide for the following two workflows:

- https://beaker-project.org/docs-release-19/user-guide/contained-test-harness.html

- https://beaker-project.org/docs-release-19/user-guide/atomic-host.html

Since the second workflow is dependent on the first, "Restraint" should be mentioned as the default test harness.
