Scrambled Login Page

Description of problem:
With internet explorer, login page and project page are scrambled.

Version-Release number of selected component (if applicable):
Zanata 3.5.1 (git-server-3.5.1)

How reproducible:
Always

Steps to Reproduce:
1. Login http://translate.zanata.org with IE
2. Look at the screen after login.
3.

Hi Ding,

I am getting the info from an end-user and will reply you ASAP.  BTW, I tested under Windows 7 (updated) Tradition Chinese with IE 11.0.9600.17501 and it goes well.

Which version of IE is this? Looks like < IE8

It looks like some of the CSS isn't loading. Probably caused by this line of code:

<!--[if gt IE 8]&gt;&lt;!-->
  <link type="text/css" rel="stylesheet" href="//assets-zanata.rhcloud.com/6/assets/css/style.min.css" />
<!--&lt;![endif]-->

And for some reason the brackets in the header are escaped:

<!--[if lt IE 7]&gt;

We can remove all these extra if statements from the header and make the CSS load no matter what version of the browser it is.

Only thing is we are not officially supporting <IE8 Currently.

Most things should still work but there will be some bugs still.

Oops, after checking her settings, the user told me she uses a browser called "360 Secure Browser" version 7 (http://se.360.cn/ , simplified Chinese though).

360 browser uses IE internally. It's determined by what version of IE installed on the user's machine. If the user can upgrade IE on her machine to newer version then this problem may go away (assuming IE8 or later)
