When the "immediate provisioning" warning box was removed from the Provision tab during Beaker 19 UX design iterations, we missed the case of providing an easy link to the Reserve Workflow for system owners and administrators looking at their own Automated systems - the Reserve Workflow link only appears in that case if the system is currently running a recipe.

A pre-selected Reserve Workflow link should always be present on the Provision tab, even if there is no recipe running and the user has permission to provision it directly.
