Verified according to description:
1. create vm with disk.
2. run vm in stateless mode.
3. create a disk.
4. hotplug the new disk to the running vm.
5. shutdown (tried both poweroff and shutdown) vm.
6. start vm in normally.

results:
1. upon shutdown/poweroff the disk is detached from the vm, but is not deleted.
2. start vm (6) doesn't invoke restore snapshot as reported, vm runs normally.
