This enhancement aligns the creation of Pacemaker resources and constraints to match the new reference architecture for Red Hat Enterprise Linux OpenStack Platform 6. This includes the numerous changes to resource configuration since RHEL OpenStack Platform 5. Consequently, the installed cluster is expected to closely map to the description used in the reference architecture.

Description of problem:
There are a number of changes in how services and pacemaker need to be configured for OSP 6, this bug is meant to track getting quickstack code to replicate that doc as closely as possible.  Bugs per services can be opened and tracked against this if it is deemed worthwhile to break it down more.

In previous build, haproxy config was not populated correctly for neutron due to changes made as part of this alignment effort.  New patch fixing that merged and built:
