Description of problem:
RPMs created from other sources often have unusual characters in the changelog. Building a repo with the packages using createrepo fails with "not well-formed (invalid token)" error.

How reproducible:
Very

Steps to Reproduce:
1. Find an RPM with non-ASCII characters in the changelog or other files
2. Attempt to use createrepo to make a repository including this RPM

Actual results:
Fails with the following error:
not well-formed (invalid token): line 19659, column 59

Expected results:
Successful repo creation

Red Hat Enterprise Linux version 6 is entering the Production 2 phase of its lifetime and this bug doesn't meet the criteria for it, i.e. only high severity issues will be fixed. Please see https://access.redhat.com/support/policy/updates/errata/ for further information.

I would suggest moving this RFE to Red Hat Enterprise Linux 7.

Red Hat Enterprise Linux 6 transitioned to the Production 3 Phase on May 10, 2017.  During the Production 3 Phase, Critical impact Security Advisories (RHSAs) and selected Urgent Priority Bug Fix Advisories (RHBAs) may be released as they become available.
