Description of problem:

mingw-binutils provide mingw32-binutils which updates same package from rhel6. Please adjust the package or unpush it.

The mingw packages were deprecated in RHEL as of 6.3 and completely removed as of 6.6:

Therefore, EPEL is now clear to provide them.
