How reproducible:
Everytime


Steps to Reproduce:
1. Click on result page
2. Click on Attachments hyperlink

Actual results:
When I click on attachments hyperlink I see that the download start much after the link is being clicked.

Expected results:
Download should start as soon as I click the link

After discussion with devel, this is going to be closed as fixed in 20150520.  Fix was verified by the developer, but not in QE.  We should release the fix, and doing so requires closing this bug.

There was an attempted fix that development can verify affected download startup times.  That fix appears to have no negative side effects, in testing.

Please note that the link given does show a problem with downloads taking longer than usual to start.  We should open up a new bug with specific performance measurements.  There is currently no guidance on how long it should take to download files.

So, we need a new bug with specific measurements of both working & non-working cases.  I think we could probably state that in terms of orders of magnitude (seconds vs. 10s of seconds / minutes) to make the bug more clear and explain its focus.
