Should libnetpbm.so.11.66 be a regular file, and both libnetpbm.so.11 and libnetpbm.so be linked to it? AFAIK, libnetpbm.so.11.66 and libnetpbm.so.11 are better in package netpbm, and libnetpbm.so is for netpbm-devel.
