New PostgreSQL 9.4 is in Rawhide and for major version updates all plugins
need to be rebuilt.  When you are on it, consider please the following runtime
requirement guarding against incompatible postgresql-server (major) upgrade:

  Requires: postgresql-server(:MODULE_COMPAT_%{postgresql_major})

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
