Cause: yum-plugin-priorities was out of date compared to other yum-utils packages. Consequence: yum-plugin-priorities available in the OSE Node and Infra channels was out of date. Fix: yum-plugin-priorities has been updated. Result: yum-plugin-priorities is now in sync with other yum-utils packages.

Description of problem:
Several packages shipped in OSE are out of date compared to RHEL6.6 and RHSCL1.2 and should be updated to be kept up to date with those channels.

Testing should include ensuring these versions of the packages are installed and regression tests have been run. Unless yum repo priorities have been set previously, it's likely that these packages may already be installed as they're all newer versions than those shipped in OpenShift Enterprise repos.
