An existing race condition in puppet may sometimes cause the following error: change from notrun to 0 failed: /usr/sbin/pcs constraint order start openstack-nova-api-clone then start openstack-nova-scheduler-clone returned 1 instead of one of [0] When a deployment stops or pauses and this error appears in the puppet log, go to the Deployment Status window and click the Resume button. Doing so will allow puppet to complete the deployment the next time puppet agent checks in.
