The same may happen if an email is send from evolution to another email app but I haven't tested it. All settings in evolution which might affect this issue are at default. evolution sends as UTF-8 by default. Outlook not support UTF-8 is broken, but you can change the encoding for messages on both a global basis (default character encoding in mail preferences) or a per-message basis (edit->character encoding)
