Description of problem:
glusterd server quorum check is broken for snapshot commands.

master

How reproducible:


Steps to Reproduce:
1. Create a 4 node cluster.
2. Create a volume with one brick in it.
3. Bring down the 3 nodes that are not hosting any bricks.
4. Take a snapshot of the volume.

Actual results:
snapshot create is successful.

Expected results:
snapshot create should fail saying glusterds are not in quorum
