Description of problem:
When deactivating the master domain while there are other active data domain the master 'role' is being migrated to another domain.
failure during that operation will cause the new master to remain locked and with the master role.

How reproducible:
Always

Steps to Reproduce:
1. Have a DC with one host and two domains (master and data) on different servers
2. block connectivity to the data domain
3. deactivate the master domain

Actual results:
The domain that was chosen as the new master will remain locked and with the master role

Expected results:
the domain shouldn't remain locked and the operation should be rolled back.
