Description of problem:

The col_0_fix.patch which has been applied to Fedora's 
perl-HTML-FormatText-WithLinks-AndTables
breaks rt-4.2.x

I'd suggest to remove this patch from the rpm.

Unfortunately, I can find anything documenting which issue this patch is supposed to address.

Always. Removing this patch fixes the issues with rt-4.2.x.
