Description of problem:
Floating IPs are created on all compute nodes when using DVR.

How reproducible:
100%

Steps to Reproduce:
1.Create a Distributed Router
2.Launch Instances with interfaces in the router's network
3.Attach floating IPs to instances on different compute nodes
4.Verify that each node has a qrouter name space with all the FIPs

Fix is merged in upstream.

The patch [1] is included in any build based on 2014.2.2. We rebased
RHEL OpenStack Platform 6 A1 on top of it, so the fix is already available in the product.
