UTF8 support is currently pretty ugly and easily broken, research cleaning it up.

1: make sure tests covers all previous UTF8 bugs

2: remove all UTF8 options, encode, decode, etc,

3: try using http://search.cpan.org/~doherty/utf8-all-0.016/lib/utf8/all.pm.
