PM_CONTEXT_LOCAL crashes process when /etc/pcp.conf is unreadable

Creating a PM_CONTEXT_LOCAL context will try to read /etc/pcp.conf (as could be expected), but will call exit(1) if that fails. This isn't nice behavior for a library.
