Description of problem:
I have in my answer file for packstack:
  CONFIG_AMQP_ENABLE_SSL=y
However after running packstack the configs 
/etc/neutron/neutron.conf and /etc/nova/nova.conf and likely others have:
  rabbit_use_ssl=False
I would expect that rabbit_use_ssl is set to True.

And keystone/keystone.conf does not have rabbit_use_ssl defined at all (i.e. keystone default value is used).

That issue is already fixed in master and juno branches of packstack.

Should be backported in Icehouse soon!

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
