Description of problem:
Japanese locale is not recognized. 
Even if I put "lang=ja_JP" in URL, the issue still persists.

Version-Release number of selected component (if applicable):
6.1.0 ER4

How reproducible:
On Japanese locale environment, open Business Central and check menu bars.

Steps to Reproduce:
1.On Japanese locale environment, open Business Central and check menu bars.

Actual results:
English menus are shown.

Expected results:
Japanese menus should be shown.

I checked ER5 but the issue still persisted.
Please look into it.

ER5 is not built with full profile which includes localization texts. It will be available once https://bugzilla.redhat.com/show_bug.cgi?id=1193392 is resolved.

I think Ryan will change the "Target Milestone:" of this BZ.

Yes, I set the Target Milestone to ER6 since it will be fixed by using full profile.

Verified on 6.1.0.ER6

?locale=ja_JP now correctly displays a page localized in Japanese.
