Ah, seems some BuildRequires on finger/gpg (or gpg2) are missing, causing these plugins to be silently disabled and not included in the rpm
(the scratch build at http://koji.fedoraproject.org/koji/taskinfo?taskID=8810127 has these plugins, but I haven't tested it yet).
