Steps to Reproduce:
1.rm -rf /etc/raddb
2.yum install freeradius-2.1.12-6.el6
3.yum update freeradius-2.2.6-2.el6
4. radiusd -X

Actual results:
radiusd fails to start

Expected results:
radiusd start is successful

This is an inter-release packaging-related issue, doc text is not necessary.
