Description of problem:
When creating user and not providing password, you do not get en error message


Version-Release number of selected component (if applicable):
Satellite-6.1.0-RHEL-6-20150210.0-Satellite-x86_64


How reproducible:
always


Steps to Reproduce:
1. Administer -> Users -> [New User]
2. Select "Authorized by: INTERNAL", do not fill the password and click [Submit]


Actual results:
No error message show.


Expected results:
For should warn you that you forgot to fill a password.
