Description of problem:
After setting ceilometer:true in the keystone advanced configuration tab, firewalls rules are not created for ceilometer.  8777

Version-Release number of selected component (if applicable):
rhel-osp-installer for RHOSP7

How reproducible:
always

Steps to Reproduce:
1. Set ceilometer: true in advanced tab, let puppet rerun
2.
3.

Actual results:
puppet is activated but firewall rule prevents it from functioning correctly

Expected results:
puppet to run and firewall rule created to allow network traffic to its agents.
