Indicate to the user that an incremental update is in progress (UI)

As a user I want to know that there is already an incremental update in progress. Need to decide how we show this information as part of this issue.

Ensure you have at least one content host that has an incremental update applicable 2. Start an incremental update 3. Go to the errata list page 4. You should see a message about an incremental update already being in progress and should not be able to click the button to start a new one

This bug is slated to be released with Satellite 6.1.
