Description of problem: after my upgrade to Twenty One, I notice that "pkcon update" does not update the system even when "yum update" does. That is, if I run "pkcon update" I always get the "No packages require updating to newer versions" even when "yum update" shows the complete list of updates. make pkcon actually work is issuing the "pkcon refresh force" command (just issuing "pkcon refresh" won't trigger any updates); shortly afterwards, "pkcon update" and the corresponding KDE widget will actually ask to update the packages. It will always report that "No packages require updating to newer versions", even after issuing "pkcon refresh". 2. Run "sudo yum update". A list of update packages will appear. Don't allow the update to continue. 3. Run "pkcon refresh force". After the completion of this command, PackageKit will ask to update the same packages. Actual results: "pkcon update" will work only after a "pkcon refresh force". Expected results: "pkcon update" would have to get updates whenever they're available through "yum update". Additional info: I have two computers running Twenty One, both of them upgraded from 20 (Heisenbug). The behavior is the same in both computers.

No, it's not. In that bug I couldn't get authentication, and I had a very clear message showing that it was the case. Here, I always get to run the command, but pkcon never shows updates unless I run "pkcon refresh force" first. I've put a cron job to issue this command every 6 hours; doing like this I can update the system normally when the updated packages appear.
Same error since January. Others have experiences similar but had attributed it to Apper https://bugzilla.redhat.com/show_bug.cgi?id=1188207 .
