+++ This bug was initially created as a clone of Bug #1048252 +++

Description of problem:
The ntp package includes a patch which changes the default logconfig from
"=allsync" to "=allsync +sysevents +sysstatus". The patch should also update the logconfig description in the ntp_misc(5) man page.

Also, the patch should use macros NLOG_SYSEVENT and NLOG_SYSSTATUS to make the change more readable.
