Previously, administrators can not define explicit permissions for users on who can use live storage migration. With this update, a new permission called DISK_LIVE_STORAGE_MIGRATION which will be part of DISK_STORAGE_MANIPULATION was introduced so administrators can manipulate which users will be able to use live storage migration and which can not.

Verified with 3.5.1 vt14
After discussing the required steps to reproduce this scenario with Maor I ran the following scenario:


Positive Flow:
---------------
As user 'admin':
Created VM with 2 block disks
Started the VM
Created a new user
Assigned storageAdmin permissions to the user
Logged out as user 'admin' and logged in as the new user
From the VM->Disks tab selected both block disks and moved them from the current storage domain to a new domain. The operation was successfull indicating that the user had all relevant permissions.


Negative Flow:
---------------
As user 'admin':
Created VM with 2 block disks
Started the VM
Created a new user
Assigned diskCreator, diskOperator userInstanceManager and VMPoolAdmin permissions to the user
Logged out as user 'admin' and logged in as the new user
From the VM->Disks tab selected both block disks and attempted to move them from the current storage domain to a new domain. The operation FAILED with:
"Operation Canceled.  Error while executing action: User is not authorized to perform this action"
