Publican needs language code mapping directives in zanata.xml.  If I use the zanata web interface to generate zanata.xml for a project, these known, predictable mappings are not reflected.  For example, instead of 

<locale>th</locale>

Publican needs

<locale map-from="th-TH">th</locale>
