+++ This bug was initially created as a clone of Bug #1195131 +++

create a docker image with cinder and ceph driver (for now), configure as systemd service as part of setup and add as a provider.

I'm trying using images from Kolla project without using docker-compose which is still not recommended for production environment.

.el7 support for engine currently planned for RHEV 4 so postponing
