Describe the issue: 
Event Listeners API description of repo.sync.start-event_type misses event-trigger conditions specification w/r related tasks.start_time

Suggestions for improvement:
Explicitly state that the event fires no sooner/later than the related task starts, or that no such assumption can be made.
