Description of problem:

Package iproute (tc component) does not support htb.

Version-Release number of selected component (if applicable):

How reproducible:

$ tc qdisc add dev eth0 root handle 1: htb default 20

Steps to Reproduce:
1. Executing the above command, for example.
Actual results:
Unknown qdisc "htb", hence option "default" is unparsable
