We have decided to only optionally install OpenSCAP features with Satellite 6 whereas the current packaging setup installs them by default and is required by the katello meta RPM:

 rpm -e ruby193-rubygem-foreman_openscap-0.3.1.3-1.el6_6sat.noarch
error: Failed dependencies:
	ruby193-rubygem-foreman_openscap is needed by (installed) katello-2.2.0.5-1.el6_6sat.noarch

This will require manual installation by the customer but will ensure that users who aren't using it won't have it installed.

OSCAP is no longer part of the default set of installed packages.

VERIFIED with sat6.1 beta snap5

This bug is slated to be released with Satellite 6.1.
