Description of problem:

Adding a Vm which isn't stateless(default) with 'latest' template chosen leads to an annoying CanDoAction. 

we can spare the CDA by filtering 'latest' versions in such a case

I guess we can simply create the VM with the latest version at that time instead of raising any error or blocking it

oVirt 3.6.0 has been released on November 4th, 2015 and should fix this issue.
If problems still persist, please open a new BZ and reference this one.
