A directory is not created by sudo: d /var/db/sudo 700 root root -
sshd should carry a tmpfile snippet which creates the directory without waiting for /var/db to be created by systemd.
This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle. Changing version to '23'.
