How reproducible:
100%

Steps to Reproduce:
unable to add infra or cloud providers.see attached screenshot.
even if i use the scroll bar , its not displayed

Expected results:
Add button should be visible

Also the add button in not visible in add new host.

This issue is not reproducible in the latest upstream build, but still exists in 5.4.0.0.10 build.
