I think the failover can be configured when using external authentication setup through IPA or sssd in general. There's --foreman-ipa-authentication=true that does most of the setup work. See https://access.redhat.com/documentation/en-us/red_hat_satellite/6.2/html/server_administration_guide/sect-Red_Hat_Satellite-Server_Administration_Guide-Configuring_External_Authentication-Using_Identity_Management#sect-Red_Hat_Satellite-Server_Administration_Guide-Configuring_External_Authentication-Integrate_IdM_with_Satellite for more details.
Thank you for your interest in Satellite 6. We have evaluated this request, and we do not expect this to be implemented in the product in the foreseeable future. We are therefore closing this out as WONTFIX. If you have any concerns about this, please feel free to contact Rich Jerrido or Bryan Kearney. Thank you.
