Description of problem

When I tried to import our set of policies for testing events, I saw this error. I first thought that the format changed but when I created a PP, exported it, then deleted it and tried to import it, it raised the same error again

Steps to Reproduce:
1. Create a Policy Profile
2. Go to Import/Export and export it
3. Delete it together with any policies you have assigned to it
4. Try importing it
5. Click Commit

Actual results:
An error (in attachment) happens

Expected results:
The file got imported

I can't seem to reproduce this issue on the current version. Can you post the policy you tried to import? Not sure if that will have anything to do with the issue, but I can't reproduce otherwise.

This is the PP I tried it with. Just a random policy with nothing in it and assigned to a PP. If you want, I can provide you an appliance with the version to check if that was already fixed or it is something else. Reach to me on IRC in this case.

As per our email, since it seems to work on the latest upstream, could we retest on the soon to be released 5.4 beta 1 and then close if already fixed? Thanks.
