I've checked my scanner in windows, it works well.

I can confirm it on ThinkPad T410s with (output from lsusb)
Bus 001 Device 003: ID 147e:2016 Upek Biometric Touchchip/Touchstrip Fingerprint Sensor

Downgrading fprintd, fprintd-pam and libfprint to 0.5.1 helps.
