Description of problem:
Killed/stopped virt-builder download is not resumed on next run

1.29.26

How reproducible:
100%

Steps to Reproduce:
1. virt-builder fedora-21
2. wait, observe file in ~/.cache/virt-builder, then ^C
3. file is no longer there
