When you are adding parameter to Rest connection profile, you can not change type from Query to URI

Workaround:
Submit with type "Query" and edit type in the Parameters section of "Web Service Connection Properties" dialogue

This is fixed in Designer 9.1/9.0.2 and ready for DV 6.2
