Description of problem:

Installing Fedora 22 Alpha inside the VM - when creating a root password I am being prompted that password is too weak and there's no option to bypass it. The problem is my password wasn't weak (random characters and letters including special characters), when I changed it to dictionary word with extra number - suddenly my password wasn't weak...

Steps to Reproduce:
1. Install a new Fedora 22 Alpha inside vm
2. Create root user with weak password

Actual results:

No way to by pass the warning.

Expected results:

Allow me to use a weak password when I want it.

Additional info:

Forcing users to use whatever password criteria you want is a bad idea!
Do I really need a 32 character long secure password when I install Fedora inside vm for testing? no!
