Description of problem:
UI should not be displaying the cluster which does not have hosts in it in the "volume snapshot -cluster options" as user cannot set any values on that.

How reproducible:
Always.

Steps to Reproduce:
1. Add a cluster with hosts to the engine.
2. Now create a volume and start it.
3. click on snapshot->options-cluster

Actual results:
It opens a volume snapshot - cluster options dialog box and there are no snapshot options present for that host and user cannot update the options as there are no hosts present in it.

Expected results:
Cluster which does not have hosts in it should not be listed in the snapshot->options-cluster.

Verified the fix in build
ovirt-engine-3.6.0-0.0.master.20150518173633.gitcf0f078.el6.noarch

Clusters that do not have hosts are not listed in snapshot->options-cluster.

oVirt 3.6.0 has been released on November 4th, 2015 and should fix this issue.
If problems still persist, please open a new BZ and reference this one.
