Description of problem:
When I was running policy-1.9.2-10, I modified
/etc/security/selinux/src/policy/domains/program/ping.te to allow
normal users to use ping. However, after I updated to policy-1.9.2-12
user_ping was false again.

Version-Release number of selected component (if applicable):
policy-1.9.2-12

How reproducible:
Always

Steps to Reproduce:
1. Customize ping program domain settings
2. Update policy
    

Actual Results:  Changes to policy are lost

Expected Results:  Changes should remain or .rpmnew file (or maybe
.rpmorig file?) should be created
