Description of problem: SSH key injection fails with Nova networking enabled

How reproducible:


Steps to Reproduce:
1. Deploy openstack via packstack with Nova networking support
2. Create an image and keypair
3. Launch an instance and ssh to it with key

Actual results:
Key rejected

Expected results:
Log in

Additional info: The SSH key injection works fine with Neutron networking and the Neutron metadata proxy. The route to 169.254.169.254/30 is not created on the instance.

Tested on RDO Mitaka, the issue is not happening anymore. I'm closing this bug as CURRENTRELEASE, please feel free to reopen it if the issue can be reproduced in RDO Mitaka.
