Disabled Hosted Engine configuration when the network is not up, otherwise if will cause customer confuse.

1. Install rhev-hypervisor6-6.6-20150312.0 and keep network is down.
2. Enter Hosted Engine Setup menu
Actual results:
Still can configure Hosted Engine options.
Expected results:
Pop-up info: Networking is not configured, please configure it before configuring hosted engine.

2. Enter Hosted Engine Setup menu
Actual results:
Pop up: Networking is not configured it before setting up hosted engine.
So the bug is fixed, change bug status to VERIFIED.
Removing the 'requires_doc_text' flag and associated 'Doc Text', because this bug has been verified. If required, please reset the flag and provide new text describing the fix.
